passed a resolution to the effect that it was inexpedient to proceed further with the scheme at that time.
The scheme has now revived and, both on sanitary grounds and from the point of view of making provision for the expansion of the City, it is imperative that it should be proceed -ed with, with the least possible delay. A considerable portion of the area to be reclaimed is exposed at low water. It is covered with mud which emits a very offensive smell and, as the sewage from a considerable area of the City is discharged on to it, the condition of affairs is becoming worse. Many new houses have also been erected on lots which have hitherto been
the occupied by warehouses and on undeveloped areas of land, drainage from which is discharged on to the muddy foreshore already alluded to.

It may be that the proposed exchange of land between the Colonial Goverment and the Admiralty cannot actual- -ly be carried into effect until after the war, but it is absolutely necessary to admit of the preparations which the Colonial Government has now actually in hand for the completion of the preliminary arrangements for carrying out the reclamation scheme, but the definite agreement on the subject of the exchange
and of land referred to above should not be interfered with, there appaers to the Colonial Government to be no valid reason why the agreement arrived at with the Admiralty should not stand.

I would point out that the Colonial Government has agreed to give the Admiralty a somewhat larger area of land that that to be surrendered by the Admiralty; to defray the cost of taking down and re-constructing any buildings as bound- -ary walls rendered necessary by the exchange; to defray the cost of all contingent works necessitated by the exchange; to
